FAA Awards AT&T $74.3 Million Task Order to Kickstart Air Traffic Control Overhaul

Aviation News – The Federal Aviation Administration (FAA) has awarded AT&T an initial $74.3 million task order under the FAA Enterprise Network Services (FENS) project to begin critical network planning for the agency’s air traffic control overhaul.

The initial task order represents the sole funded portion of a broader, undefinitized contract designed to support NextGen air traffic operations. Aviation authorities project that the long-term, multi-phase agreement could eventually reach several billion dollars and span up to 15 years of network operations and continuous infrastructure upgrades.

The FENS infrastructure will establish a high-security communications backbone across approximately 4,500 FAA facilities nationwide. In addition to delivering mission-critical and essential operational air traffic data, the modernized telecommunications platform will manage core administrative functions, including internal agency communications, payroll processing, and staff training systems.

Current FAA telecommunications assets can no longer sustain the bandwidth, low-latency demands, and high-redundancy requirements of the National Airspace System (NAS). By migrating to a unified high-capacity architecture, the agency aims to eliminate operational bottlenecks, strengthen cybersecurity defenses, and ensure uninterrupted data exchanges between air traffic controllers and commercial aircraft.

“Upgrading our underlying telecommunications architecture is essential to maintaining the safety and efficiency of modern airspace management,” noted a senior aviation communications strategist familiar with the transition. “Collaborating with established network providers ensures the air traffic system gains the resilient, high-speed infrastructure needed to support next-generation radar, tracking, and operational automation.”

To expedite deployment, the FAA issued the direct award using specific waiver authority tied to its ATC modernization program, bypassing a full competition that would have delayed progress by at least 22 months. Officials selected AT&T due to its existing support for critical systems—such as Automatic Dependent Surveillance-Broadcast (ADS-B)—and its extensive nationwide fiber and wireless network capabilities required to meet a strict December 2028 deployment deadline.
