Aviation News – Otto Aerospace has achieved a significant regulatory milestone for its Phantom 3500 business aircraft program after the closure of the FAA G-1 Issue Paper, formally establishing the aircraft’s Certification Basis under 14 CFR Part 23. The development marks an important step toward type certification and brings the program closer to entering the next phase of regulatory approval.
The closure of the G-1 Issue Paper provides a clearly defined certification framework for the Phantom 3500 and confirms the regulatory path agreed upon with the Federal Aviation Administration (FAA). Otto became an FAA applicant for type certification in September 2025 and chose to certify the aircraft under Part 23, leveraging the efficiencies introduced through Amendment 23-64. The latest achievement reflects the company’s strategy now moving from planning into active execution.
By finalizing the Certification Basis, Otto can continue progressing through the certification process with greater clarity and predictability. The Phantom 3500 program is also advancing discussions with the FAA East Certification Branch regarding the G-2 Issue Paper, which will establish the means of compliance required to demonstrate that the aircraft meets all applicable certification standards.
