Aviation News – Bell Textron and Ukraine Move Toward Potential Helicopter Procurement

Bell Textron Inc., a subsidiary of Textron Inc. (NYSE: TXT), has signed Letters of Intent (LOI) with Ukrainian authorities to explore future industrial and defense cooperation. The agreements, signed in Washington, mark a key step toward strengthening Ukraine’s aviation and defense capabilities through potential acquisition of Bell AH-1Z and UH-1Y helicopters.

The signing ceremony brought together representatives from Bell Textron, the Ministry of Economy, Ecology, and Agriculture of Ukraine, and UkraineInvest. The parties agreed to evaluate collaboration opportunities under a potential Foreign Military Sale (FMS) program coordinated with the U.S. Government. The initiative aims to boost Ukraine’s air mobility, defense readiness, and local industrial participation as part of its ongoing modernization efforts.

The Bell AH-1Z Viper and UH-1Y Venom are combat-proven, twin-engine helicopters designed for both attack and utility missions. Built with high operational flexibility, advanced avionics, and compatibility with NATO systems, these aircraft would significantly enhance the Ukrainian Armed Forces’ ability to conduct a wide range of operations—from troop transport and medical evacuation to close air support and reconnaissance.

Bell is proud to explore new opportunities for collaboration with Ukraine as it continues to strengthen its defense capabilities,” said a Bell Textron spokesperson. “Our proven rotorcraft platforms are designed to deliver reliability, interoperability, and mission effectiveness in the most demanding environments.

If realized, the cooperation could pave the way for a broader defense partnership between Ukraine, Bell Textron, and the United States, while also supporting Ukraine’s long-term industrial and technological growth. The evaluation process will determine how best to align production, training, and support with Ukraine’s specific operational needs.

The agreement signals a deepening of U.S.-Ukraine defense relations and highlights Bell Textron’s expanding role in global security partnerships. As discussions progress, both sides aim to create a roadmap that enhances Ukraine’s rotary-wing fleet and strengthens its defense resilience for years to come.
